It's not about heribility it's about grooming from a young age. A leader that is groomed from the age of 12 will be better than a leader that puts their own advantages first with various forms of political pork and other forms of lobbying.

My take isn’t that there is a universal “best” form of government. Some are better than others, generally speaking, but the validity and utility of a particular style of governance are often dependent upon a number of factors: historical, cultural, religious, racial, etc.
