have he router assign him an new one

yeah but that wouldn't happen if both devices were using dhcp

He can just reset his router to assign a new ip, unplug the thing for 15 minutes right

he could go to console and do ipconfig release and renew

don't have to wait that long, that would reset the public ip, all he needs is to reset the private ips so he can just turn it off then turn it back on immediately and reconnect
