people at the Pentagon are way too concerned with a Cold War era military industrial complex concept called "Overmatch" constantly competing for superior weapon systems. So being stuck in that mindset is the norm, having spent time in the military they are very good at adapting to some things but unless the Foriegn Policy changes, the military and the military industries priorities won't change
