Without having researched this thoroughly, I believe the guy in the above video is wrong.
The 70% IPA (Isopropyl Alcohol) is not just the name of the ingredient; it is a reflection that the contents of that bottle is 70% IPA.
Per the CDC:
> Once alcohol concentrations drop below 50%, usefulness for disinfection drops sharply.
The guy in the video says repeatedly that, _"it's not a portion size"_.
