As I understand it, most states have laws that designate the Sos or SotC or an Election Board with conducting the election. Part of their charter is to ensure that safe/secure/fair election.
Regardin CA, you are misinformed. The CA state legislature passed universal mail-in with overwhelming bipartisan support (see https://www.politico.com/states/california/story/2020/06/18/california-lawmakers-pass-november-mail-ballot-bill-with-surprising-gop-support-1293679)
Regarding TX... You might be interested to know that the Governor did enact changes to the early voting window without legislative approval that was upheld by the TX SC. (See: https://www.texastribune.org/2020/10/07/texas-early-voting-october-13/)
Lastly, TX did take several steps to limit the ways their citizens could vote. You can tell how successful they were by the number of people that voted - about 11m. Keep in mind that FL also cast about 11m ballots, but they have 7.5m fewer residents. Through deduction, one can assume that either Floridians are more patriotic than Texans or... Texans were able to discourage a significant number of residents from voting.
