No, it moves Biden from 306 to 286. If he loses GA the he loses 16 more votes. At that point if any other state has been nullified or switches then neither have 270 and we have a contingent election. Arizona is going to be contested pretty quickly. Georgia will absolutely be contested. Pennsylvania will also be contested. Just those Three states losing their electoral votes could trigger a contingent election.

Some members of state congress is not a "letter from PA". Like the PA GOP said the state congress has no authority over this without winning a court case which they haven't done. Whatever imagined state congress power they claim to have over choosing secondary electors at the very least obviously requires voting in Congress to actually do the thing.
