If McConnell cant get his party in line and the POTUS is shit at making deals that's on their party. The bill was sitting there able to become law and provide aid. It was in good faith. They were willing to negotiate in good faith.

The thought line is that because it is after November and the election has been called for Biden that it will be associated with his presidency and not trumps. Instead nothing was able to pass during the last year of trumps presidency at the height of a pandemic. It’s a way to make trump look awful and start a Biden presidency with a win.
