then theres l2 that actually does work

and l3 is generally engineers

techs, analysts other low-mid skilled positions are going to be pushed down the wage scale

the program is supposed to be only if they can not find an american to fill the job, companies routinely abuse this by putting up job postings that they have no intention of hiring someone for, then say 'oh jeeze guess we have to import someone from india for half of what we would pay an american'
