The best choice to that is to arrest the people who are doing it (and that includes white Antifa who were also doing that, so you can send a message that it's not against race but actually against bad deeds). You deny them bail, and you prosecute anyone great and small who promotes that behavior for inciting violence. Because that is NOT protected by the First Amendment.
