Hm. Don't know the brand. I'm fully sold on fsp hydro power supplies personally. They're a bit on the pricier side, but oh so nice. No, the power strip shouldn't be a factor.

The performance difference between pcie 1.1 4x and 3.0 16x is 12% on a fury x. You likely won't even notice going from 2.0 16x to 8x. The slot could be going bad.
