Every news outlet, shill or not, is just reporting all that anyone knows right now. That the People's Armed Police have moved tons of personnel and equipment into Shenzhen and that state media have claimed it's for a major drill. If it were some imminent doom mobilization they would not have made it so visible - Beijing is well aware of how many eyes are on Hong Kong. My guess is they're on orders to conduct some threatening drills to ramp up anxiety in the SAR while the government and police force lay low, plant a few agitators, rough up some kids and jounalists and wait. Either until they sufficiently act out and provide pretext for "anti-terrorist" action, or until the movement fizzles out and the media cycle moves on.
I'd say that SCMP is less shill and more under heavy beijing influence
