not that that steel is that far off...edit: well yes and no 2CR +- does not show anywhere in realworld usage for such knifes and extra vanadium and molybd gives it more corrosion resistance.

the main testing is done by luvthemknives, who sends them out to a company and i think sometimes to another company for testing

Yeah, depends how precise you want. But you can get a pretty good feel for them real quick. I'd feel pretty confident getting within 2-3 HRC, personally, and I've barely used them.
