Fact is Hugo got free education for the people. Numerous housing for them. Numerous people came to own cars who had never had them. Free medicine and health care. Millions fled there from Columbia when it was going downhill there. It started going bad when America started attacking them. Sanctions and lowering the price of oil to harm them, Russia, Iran and others. Drastically increasing oil supply to lower the price and harm these countries. The millions leaving are mostly going back to Columbia.
