@Goose Funny, approval is not required technically. It's a publicly funded school.
They are probably just saying that to scare people off from doing a totally legal activity.

Some punk put razor blades behind stickers with a certain symbol in a random park earlier this Summer. It was an isolated incident. Both the guy quoted and the author know we had nothing to do with that.

That was planned at one point and we had began gathering the data to make an interactive map that would be on the website, however it lost steam halfway through : /
With a few people willing to do the gathering of data I think it is a feasible project.
