It depends, rads are used to measure the amount of radiation absorbed by human tissue, sieverts measures the potential harm caused with respect to the type of radiation and where it was absorb. At least that is what my limited knowledge of the subject has led me to understand

Also it has very strange measurements like 2 sieverts will kill you where as with rads it’s 400 that will possibly kill you
