no they did, the old prussians were baltic tribes, the teutons(we called them krzyzacy) came and basically mass migrated germans into the area, resulting in the extinction of the prussians. They also started a war eventually with the other balts, namely lithuanians and the Poles which resulted in their defeat but their new settlers remained unmolested.
this was the early medieval era, they have been extinct for some 700+ years.
those that then settled the area, and lvied under what was prussia, adopted or were directly german. however the land was never truly germanic or what many consider "prussian".

they were called the old prussians, the name of prussia as far as I know comes from them. They were de facto the actual prussians. I do think they had some coherence but werent a formal monarchy. Tribal and all that. However still prussia wasnt a germanic land rather well, baltic. the state then yes, but those would be the "new" prussians. but they have long vanished as well back into germanic lands, so germany or scandinavian coutnries post WWII

Im the person pointing out that new prussians had no claim to the land, and the real prussians are long dead, they were actually considered a formal nation during their forced baptizement at the hand of the teutonic order. Meaning that there is no prussia to be reformed. Even if we do go withthe new prussians they have no claim to the land other than "we killed all the old guys" in which case the lithuanians have claim not germanic peoples.
I picky with stuff like this because this goes back and even is concerened with things like the modern formation of Izrael, Ukraine etc.
