You're disregarding that you're mashing up many, many, many ethnicites into one state, which will inevitably have competing interests.
Capitalism usually brings along mutual prosperity
And the interests of Europe can best be protected if Europe were united
But some Europeans are vastly different from others. Like Greeks and Scandinavians. Where the cultures are separated and the people themselves are very different.
Couldn't culture be distinct from the law?
Regions may retain their local culture and let it naturally evolve and mix over time. There's no reason for a government or series of laws to change this
I admit the Latin part was a bit dumb, but still, unification offers more good than bad. Look at the unification of Germany under Bismarck

They've rarely ever been unified in their history, starting off as small barbaric tribes to a clusterfuck of tiny kingdoms

The Germans are one "ethnic __group__". They already had the same language, religion, morality, etc. Now look at countries with multiple ethnicities in Europe: the former Yugoslavia, Spain (Catalonians and Basque want independence), UK (Scots want independence), Russia (Chechens and others want independence), etc., etc., etc.

There is a natural drive to self-preservation which being interlaced with other ethnicities is counter-intuitive to.
Then Europe will remain fractured, having the many different ethnicities cooperating only within their small group identity
The people may be happier this way, sure, but they will be weak, easily dominated by a stronger foreign force
If you laud Capitalism so high, I'd assume as many do for competition breeding progress, then by the same token wouldn't a disunited Europe breed technological progress via competing tension? War, for instance, is the greatest catalyst to technology.
That's true I agree that Europe outclassed Asia in technology because of the existential pressure to advance war tech
But I don't see Europe waging war against itself now. And governments competing with each other isn't as good as corporations competing
And capitalist competition does occur in a more open market unhindered by governments
It's not like you are obligated to fight in this scenario. The US and USSR never outright warred each other, yet heaps of technology came out of the Cold War.
So would you say governments would compete to have better policies so that citizens wouldn't emigrate to neighboring governments?

Well, ideally, government policies would not be in favor of citizens not meeting ethnic criteria -- going back to what we were discussing before.
Granted, that's how it would work out anyway if countries were based on ethnicity in the first place, to prevent inter-ethnic tension
