i think for the most part governments are way too harsh on drugs

on hallucination though, administration of a dose causing hallucination should always require supervision from i.e. a nurse, doctor or any other authority

they'll just sit with u while ur tripping and if it's a bad trip they'll reassure u that it ends etc.
on that, I think that just regular training on working with hallucination is enough to decrease
