Well, between religious fanaticism and western dictatorship. It reached it's high point when the Entente split the Middle East as mandates after World War One. They planned to do the same to Turkey, but failed because of an extraordinary gentleman. These Mandates (Syria and Iraq) went on to become dictatorships, taking inspiration from the western model. Saddam Hussein himself attempted to connect his regime to the old Babylonians, which angered many Muslims.
The British actually promised to give the Hejazis (a group in Arabia) their own western Arabian kingdom, effectively controlling the gulf states, Iraq, Syria, and Saudi Arabia. However, the British did not live up to this. The more powerful House of Saud went on to take control of most of Arabia.
