Many of those arrested for serious crimes like murder or rape have psychological problems and are more likely to do the same crime again

I think an immediate question that needs to be raised is on the evidence that capital punishment reduces crime rates by deterrence. If so, it might be worth instituting it as part of the criminal justice system.
