Citizen Z, about that document, if they were spraying chemtrails specifically to hurt people, it would say that. It instead says that it was for the search of a chemiluminescent agent, basically something that emits light due to a chemical reaction without producing large amounts of heat.

The tetramethyl-lead they sprayed is only dangerous in large amounts, but it's more of an irritant than a poisonous thing. It caused an abnormal amount of lead to be in someone's urine, but that's about it. If the tetramethyl-lead did actually affect people at all, people would be having abnormal amounts of lead in their urine.
The report I sent also notes that tetraethyl-lead is more dangerous than tetramethyl-lead. There are way better things they can spray in the air if they wanted to hurt people.
