Definitely not, there's guides all over the place. Biggest issue is training. There's a specific feeling you gotta get used to and you have to have some actual muscle to get liftoff

My best friends dad has one of those powered parachutes. His chassis is way bigger than the one pictured though. Pretty loud, definitely no stealth entry
The paramotors are definitely fucking noisy. I would be curious to see if we can find a good stealth solution or if they can get high enough to recon without too much noise

I saw mention of the DJI Mavic drones. Those are pretty quiet but theyre cell phone controlled and have GPS on them
And if they're not the mini they have to be FAA registered. Racing drones are much louder but arent limited by FAA regulations. No gps/tracking on most units and theyre DIY. Downfall is theyre much harder to control and the AV hardware is lacking unless youre paying big bucks
Also leave you pretty defenseless unless you have a team

well if i had the resources i would say you'd really want more of a blockchain-style messaging system with the ability for groups to set their own permissions and level of discoverability. combine that with an easy way for barely-computer-literate folks to mirror a community site. kinda like how thepiratebay keeps itself up with tons of mirrors of the same data

All software requires proper hardware. Ham Radio has progressed significantly over the years and could probably support local servers via CHIRP. Private encrypted LAN servers running linux could also support local supply chains or people networks with digital communications and intel.
