For a light recoiling gun, you’ll want a pretty resistant spring and a heavier than average buffer.

Yeah, you'll have to go light and light, because if you have a light BCG, it won't have enough mass to go back and eject the cartridge
I've had experience messing with it, it's a pain in the ass.

Yeah you can legally make your own guns as long as you don't make them with the intent to sell them. Gets a little sketchy but technically it is legal to sell them later on, you just can't make them with the intent to.
