Oh, that study. While high levels of fluoride are detrimental to humans, the fluoride content of drinking water isn't high enough to cause that sort of damage. The molarity of fluorine in drinking water is roughly .009mol/L, 100 times lower than the molarity required to cause lasting damage to humans, as far as I'm aware.
