I would try to heavily subsidize poultry and make it legal for everyone to grow their own chickens
chickens are great, they are 1/10th as resource intensive as beef, and even an individual household can easily grow a bunch of them organically in their back yard, it's not even hard
then the whole society would have almost unlimited organic lean protein to eat, so they could all be ripped and healthy without destroying their landscape and turning it into factory farm shit hell
so the ripped toga guy they sent to represent them would barely be better than the average, the whole country would be ripped
