Ok so I have to ask a bunch of people this question for one of my classes so please answer honestly

Howard lost his job in the recent recession. Because he was unable to provide for his family, he applied for welfare and received not only a substantial amount of food, but also a monetary stipend to help pay for other basic requirements. Howard was a fiercely independent man, so the need to rely on government assistance humbled him to a point of depression. One way he acted out his depression was resorting to alcohol and marijuana. The sate initiated a new zero-tolerance law that requires random drug testing for alcohol and drugs. When found in the system of any recipient, They automatically lost all benefits. Howard became a victim of this law, losing the important resources his family needed. As a last ditch effort, Howard went to a local church pantry. The administrators of the pantry where friendly but insistent that Howard attend a church service and attend a prayer meeting before allotting him any food. Howard felt he had no choice, So he attended the long service and awkwardly allowed the elders of the church to pray over him. Leaving with his bag of groceries, Howard felt an intense resentment towards the church and the government support services. Should basic needs be dependent on moral behavior? Is the answer different for the government services then for the church charity? Explain why you believe the way you do?

@Cade Im not a fan of welfare but I'll try to answer your questions the best I can. 1. I dont believe basic needs should be dependent on moral behavior. Sometimes we act differently from who we are based on other factors, depression being one of them. In the end we are all judged by God. 2. The answer is different for government services than for church charity as government services act generally and church charity specifically. 3. I am Christian and Conserative and my answer heavily relies on this.

The question "should basic needs be dependant on moral behavior" is not really a very good question, but I suppose the answer is yes. For Howard's situation, a perfect world would have some way of looking into the future and learning that he would have gone in a downward spiral from goodwill of others. Becasue we don't have that ability, our best judgement on who should receive or not receive benefits come from our morals.
This also is why churches giving gifts to the needy is so much better than government giving welfare. The government sees everyone (with no past crime, etc) as someone who could receive welfare, just a number and an expense, while churches and local communities judge the individual and his purpose.
Howard found a really shitty church that should have instantly realized Howard was incapable of believing or enjoying the benefits the church provided.

The Supreme Court didn't even say if it's constitutional or not, they just dropped the case because Trump pushed a new version out, so the current SC case wasn't even needed.
