He wasn't viewed as such a great man till the war started. Getting Beaverbrook to beef up the Air Force, his speeches, and the general pestering of allies is what made him such a good wartime leader. Anytime he was feeling low, he instantly bounced back.
Maybe that's because he would drink like 14 separate alcoholic beverages a day.
