The fact that there's no exhaust?

It's in a vacuum, there is less pressure up therefore the exhaust spreads out in a near instant.

It spreads out quicker and quicker as it gets higher and higher so it starts to seem like there's no exhaust

Since the exhaust expands in the vacuum at super high speeds

Also rockets do work in vacuums.

Rockets don't push off of gas, they push off of themselves, or the inside of the gas tank (talking about people in vc)
