should I aim for a lower milage?
Even the newest 1st gens are 20 years old now, so actual lower mileage ones are going to be pretty rare, and probably sat for a while. With a car like this, I think the thing you most want to avoid is ones which have been abused, since 5k miles on the track are going to put a lot more wear on it than 5k on the highway.

most of the ones in my area have aftermarket wheels and are lowered

You need to look up a Miata forum, most model specific forums have buyers guides, which specify what to look for

I'm kind of leaning towards the first, because the car is designed a bit curvy
and that camouflage was made for Western Europe

A Lexus SC300/Toyota Soarer would be a much cheaper project car, unless you really love the look of the supra

A Lexus SC300 is a re-badged Toyota Soarer. It came with the non-turbo 3L I6 2JZ-GE supra engine, or alternatively a 4.0 L V8 1UZ-FE in SC400 form. I'm not sure about differences in the block, head, etc. And it probably has smaller brakes, softer suspension, but some of the supra stock units, or upgrades will swap over.

Well you need to evaluate whether you actually want (or are able) to do significant work on the car, and the total amount you want to spend. The supra will be decently quick, and reliable stock, if you can find one. It is will also be pretty expensive for a 20+ year old Toyota.
The Lexus SC400 with the V8 will be similar, but doesn't have the Supra cache or look to attract fanboys or people who want to race(good and bad), and everything will be softer/more luxury
The SC300 will be cheaper still, and with less performance, but has the 2JZ block similar to the Supra. This would be the maximum amount of work/least money option
