If the president actually used leverage to push the Ukraine then yes that is impeachable. This also does not state that this is certainly what he did, it says "may have", "allegations", and other uncertain language. Because yet again, simply asking them to look into corruption in the Ukranian's *own* government is in and of itself not impeachable.
