Excuse me but that just means he didn't create more jobs

if unemployment is low then that means people are in jobs

He just switched some jobs with others

And if more people are in jobs then that means more were created

And called it a big accomplishment

Not to mention the jobs he created which were mostly not manufacturing job which everyone actually wanted

The jobs he created were things like mining

Which is basically a dead end career
