Are the achievements broken or no

Depends. It works for some folks and it dosen't for others. Not sure if mods effect it at all.

Once restarted the game and all of a sudden I had half the achivements locked in from previous games.

has a war exhaustion of at least 5.
+1.0%
has a prestige of less than 0.
+1.0%
has at least 25 loans.
+0.5%
has at least 10 and less than 25 loans.

Then you can move your troops to some far-off end of your empire and let the Rebels take the capital
