many years ago I wrote a paper on Opreation Rolling Thunder, the air bombing campaing the US undertook in Vietnam, and I made the case that control of the air isn't a significant factor in conquest. you need to control the ground, which I don't think the US ever tried in afghanistan

Apart from air force which is quite agile, there's a huge network of anti-aircraft defences which would make any substantial penetration and air supremacy quite a task even for superior western air arsenal
