Everybody in the show has a super power-- but not everyone is equal. Some powers are arguably better than others, but that doesn't stop anyone from making the most of what they have.
And the show does strongly emphasize competition. Most shounen anime is all about cooperating in a group; "power of friendship" and all that stuff, and bringing everybody up.
Hero Academia on the other hand is all about personal growth, and competing with your peers, be them friend or foe.
