One of the fastest ways to integrate people into an existing culture is to get them out of the house. This means getting them to work instead of just giving them welfare.

I'm in favor of a decaying welfare system, where the longer you spend not working, the lower your welfare payments get. Unfortunately, that's complicated, and most governments wouldn't go for it even though it would mean massive cost savings.
