Homelessness is an interesting problem to tackle. There really is no "good" way to deal with it. Probably the only good way is to allow non profits and charities set up shelters or camps and let them run them. Just give them a place to operate. Let private citizens try and tackle trying get them back on their feet or connect them to other support. That way the towns or cities can say "they are doing something" while also not necessarily supporting or incentiving the life style nor use tax payer dollars.

I disagree. I think if citizens privatized that process, that process would involve a business model that puts them right back into homelessness. at least that's what it seems to me at a glance. I think what's best is to figure out why they're homeless

There's probably only a minority of homeless people who can actually be permanently helped out of their homelessness. That's where resources ought to be focused. It's like triage: help who you can actually help and don't waste resources helping those who are beyond help.
