If it's only people who have been actually charged and convicted for violating the laws, then I could see the utility. But only if there is no other way you could do this research yourself.

Because it's nice to see if your landlord has a history of trying to screw you out of money.

But it would need to have the violation listed. So you could decide for yourself if it was just something petty between a problem Tennant and the landlord.

no these are foreigners that own the properties (mainly chinese) and dont want the hassle involved with renting out property in the UK

It has to do with the closed nature of the Chinese economy and the difficulty in converting the yuan to foreign currency. Similar problems exist in Canada. Mainland Chinese buy property essentially as a way of avoiding laws against foreign investment.
