i'd say the CEO is a representative of a company always, so if he says anything that is related to that company, even if he is "off duty", i would take it as official statement from the company. I mean, look at Musk.

so if he tweets out something related to anything going on in government, or in the country, that might be related to policy or his own position, they are saying he cannot dictate who can respond to that on twitter.
