when there are maybe 1 or 2 or 3 in a class of 25 kids, all the rest are natives

any more and you start observing white flight, and then you have a class of 23 immegrant kids who wont integrate
1 immegrant family in the neighborhood is quirky
2 and some people in a small neighborhood will start having second thoughts
if you have 25% of the houses in a neighborhood with immegrant families, when the 75% others sell their house, it most likely wont be to a native

That's where the 'controlled' part of my statement comes in. You shouldn't take just any random person. They need to have the skills necessary to contribute to the economy. So people with degrees that are in demand or people with capital or established businesses.

Like if you went to India or China and took 100 random people, 95 of them are going to be peasant farmers who can't survive in a western economy.
