which is basically all that happened, responsibility went from the FCC (a freaking licensing wing) to the FTC which actually can do shit
How you gonna regulate something as anomalous as a network. And arguably its not exactly something on your priority since its all on the "dark net". Even then thats rather difficult anyway.
the FTC already has unfair and deceptive practices authority, it's what they do
