Technically, the NGO would save more lives by working with smugglers because there would be no chance of missing a boat, and save even more lives again by actually paying the smugglers because the people most at risk of death can't afford to pay.

It's pretty clear the NGO should completely fund smugglers and transport people shore to shore.
How can't people see that?
