@Timcast I think the problem with that problem is the assumption that a party can't be reformed.
Parties have been reformed though.
If you look at the republicans before Roosevelt they were the progressives.

On the ground-level, the parties are being somewhat taken over.
at least, the republican party is.
But slowly switched to being the pro corporate pro upper class party.
There are more and more libertarian-minded people moving in.
Technically, the NGO would save more lives by working with smugglers because there would be no chance of missing a boat, and save even more lives again by actually paying the smugglers because the people most at risk of death can't afford to pay.
It's pretty clear the NGO should completely fund smugglers and transport people shore to shore.

The only corporations that I can see that would have influence to that degree without question would be the media corporations.
