i dont think your going to get anything remotely that satisfying at this point, which is to say that muellar cant find something that leads to some kind of legal case, however the problem is that if you dont have something that conclusive for whatever happens after the report then whatever case brought against the president will be lacking evidence even if it is full of motivation
most people dont actually care what mueller finds, they only care that he finds enough to get someone to try and throw trump out, even the media doesent care because anything russia/trump drama is good for them even if it eventually goes nowhere

I doubt that effortwould be brought forward in that case, its disruptive to do so even with overwelmjg compelling evidence and I imagine the preferred resolution would be a political one
i have no clue what people will actually do in case of any form of evidence, though i actually dont think anyone cares about disruption, if that was a consern of this government shit would be quite different and we probably wouldent be having this conversation

i think it would be unwise for the trump administration to obstruct the report in any way. doesent look good and i cant conceive cercomstances where it would look good

we dont actually have many people who i legitamently think care about the government as it is. i think most people only care about the government because its the system they can get their side to do things with, just a means to an end rather than a end itself. i think people wanting only what they want so much can tear this country in half and disolve the nation and its government. im not sure when it will actually get to that point but its where weve been heading for the last 50 years, and a lack of cooperation is going to be the form of its destructor
a government that wont cooperate is one that does not exist, currently the us government actually doesent exist right now, but it has the idea of a hiatus, theres more than one way a government can refuse to cooperate though and many of those other tactics are used far more commonly than the government being "shut down" as its called
Rather cynical and unatteibuting summary, the gears of such a machine as governance is has levers somewhere, down to the county and district, representative elections for terms of office function very well and are the means, the ends will always be in some flux and shift mildly as the circumstances and desires of the people float with it
