No, the Term Big Coalition means that the two biggest partys form a goucernment. Right now, according to polls, that is not possible because CDU + SPD are under 50% of the votes. That means they need a third party - wich isn't the "Big Coalition" no more...
Both are at 43% so 7% are missing. Though a minority gouvernment would be possible, that is true....
1) that doesnt mean a solution is impossible
2) there are other methods of enacting change

Re : Germany not being lost - I feel the need to point out that Germany is a huge supporter of the EU. Germany is beyond lost because it is frankly doing what The Nazi and the German Empire couldn't do. They took over Europe effectively.
