once you license something GPL you can't revoke it
you can only remove the license for future revisions assuming you are the sole copyright holder
or have explicit permission to re-license code from all contributors
so at worst the linux kernel developers have to maintain something unsupported by the original contributor... which they do constantly

the exception would be the react fiasco with facebook where they could revoke your license explicitly through specific terms
and there are variants of BSD that google uses that allows them to revoke your license if you file suit against them over who keeps rights over the code (typically frivolous)
but other than that
no GPL license to my knowledge grants the copyright holder the ability to revoke it
though i haven't skimmed through all of the licenses that linux is built on
there might be some code from say, nvidia with this type of stuff
but the linux kernel maintainers would never merge code which allowed the contributor to revoke it on arbitrary grounds
I think the one key point is that without attempting to swap licenses, which would provoke mass commit removal requests, the Linux mainline can't prevent da ebil notzee centrists from using their code
Which means you can still use and modify Linux without adhering to the coc
there would be such a shitstorm if linux became non free software
