I call them SAIC, (Semi-Auto Intermediate Carbines) and they are very common actually. The Idea for them goes back to before the common usage of Semi Autos, many police used Lever Action Inter mediate Carbines in the day.
I more meant about the live ammunition being used on civilians.
The police around Buckingham palace all are equiped with SAICs.
I am not convinced that those are JHP rounds or Ball. They could be "Grenade" rounds which have no bullet but a heavy power charge to cycle the firearm.
