In Germany we would call that "Gemeinde", if it is at that level it usually (not always) works pretty well, a step above that (Kreis) also. But at the "Land" level the Problem starts showing. And on the "Germany" Level you can forget everything, its a total clusterfuck
The state is centralization. If the state is subject to the same market forces as the private sector, it will become decentralized.

We need to get an accountant into the office. Like it's not hard to balance a budget. Look at the last 3-5 years of tax income rev, low ball the number a bit, and just cut back everything the same amount.
