it sounds good in theory, but youtube being owned by google and also being unprofitable means google is more likely to just use it to push ideology rather than trying to limit the profit sink by generating a few more views

I can't imagine how much server space youtube must take up

and how many people have the specific job of making sure the memory doesn't run out

billions of terabytes, I'd imagine at this point
