Yes this is already in motion at many local levels. Where I live, I am not allowed to collect rainwater without a permit. For every house built in a new neighborhood there must be eval multiple family housing units built. Many states have been withholding funds from towns not willing to go along.....then running them out of office to put in those that will go along.
