Never got that impression either. Nobody that's been to Japan that I've talked to, read, or watched has attested to that stereotype.
They always seem like a pretty nice people, if not occasionally surprised by the appearance of a foreigner in the extremely homogeneous rural areas.

Do whites also work as liasion there ? To communicate with western businessmen for example? I have decent "people skills" and if could help overcome cultural barriers that seems like a valuable skill in business/marketing

you can work for foreign embassy's as a translator/liason
easier route is to teach english in the ASIA or even ASEAN but the whole liason thing pays a great deal better

I try to find that fine line between full time career building (which I am doing now) and enjoying a decent life. The how and where to do so is not yet set in stone however
Sooner or later you would want to build anyway. So if I were you I'd have no regrets, unless you feel like you wasted your youth

it's generally considered a lot more casual
though it can just depend on whatever both parties feel like, i've heard it used in many different settings
certain politicians that want to appear more "taiwanese" will use taiwanese in speeches
as with @porco said, if you go south of taipei, taiwanese will be used more and more until it's just what people will assume you'll use by default
