Yeah, highlight the network performance specifically. It's weird as fuck but been one of those random things I've been doing on windows since long before 10. For some reason when my downloads are going slow as piss opening up the performanc emonitor and observing it makes it speed back up. This has been a repeatable experience for me.

On 10 I'm sure its background updates, but I encountered the same shit on 7, which never updated.
